About the Romanian vignette (rovinieta)
The rovinieta is Romania's road vignette: a time-based charge that gives a vehicle the right to use the national road network for a set period. Unlike most motorway vignettes, it is required not only on motorways but also on expressways and national roads — everywhere except the sections of national roads that lie inside municipalities.
There is no windscreen sticker. A valid rovinieta exists only as an electronic record in the system of the Romanian national road administrator, Compania Națională de Administrare a Infrastructurii Rutiere (CNAIR), and checks are made by reading the vehicle's license plate.
Here you can order the rovinieta for passenger cars (category A) and for goods vehicles of up to 3.5 tonnes (category B), for 10 days, 30 days, 60 days or 1 year. Using the national road network without a valid rovinieta is punished with a fine.
Rovinieta validity — 10 days, 30 days, 60 days or 1 year
Every rovinieta runs from the start date you choose until 23:59 on its last day, Romanian time. None of them is tied to the calendar year.
- Covers the whole national road network for the entire period — drive in and out of Romania as often as you like.
- A rovinieta starting today becomes valid at the moment it is registered in CNAIR's system, never retroactively. A rovinieta with a later start date is valid from 00:00 on that day.
- The rovinieta belongs to the vehicle, not to the driver or owner: it stays valid if the vehicle changes owner and keeps its license plate, but it cannot be moved to another vehicle.
Who needs a rovinieta — and which category to choose
A rovinieta is required for registered vehicles built to carry passengers and for goods vehicles with a maximum authorised mass of up to 3.5 tonnes, whether they are registered in Romania or abroad. Choose the category that matches your vehicle's registration certificate:
Motorcycles do not need a rovinieta — the official tariff has no category for them. The separate Romanian tolls for the Danube bridges at Fetești–Cernavodă and Giurgeni–Vadu Oii were abolished on 1 October 2026.

Frequently asked questions
What exactly is the Romanian rovinieta?
The rovinieta is Romania's electronic road vignette: a time-based charge that gives your vehicle the right to use the national road network for the period you paid for. There is no sticker — a valid rovinieta is an electronic record in the system of the road administrator CNAIR, and checks are made by reading the license plate, so nothing needs to be visible inside the car.
Is it compulsory — and on which roads?
Yes. Unlike a typical motorway vignette, the rovinieta is required on the whole national road network administered by CNAIR: motorways, expressways and national roads. The only exception is the sections of national roads inside municipalities, between the city entry and exit signs. It applies to vehicles registered in Romania and abroad alike and has to be in place before you use these roads.
How does the digital registration work?
After you complete your order, we register the license plate, country of registration, vehicle category and start date you entered — and the VIN — in CNAIR's electronic rovinieta system. Standard processing takes up to 12 hours; with Express it takes from 1 minute to 2 hours. The order confirmation arrives by e-mail within minutes and the rovinieta confirmation follows once the rovinieta is registered — there's nothing to print or display.
How long does a rovinieta stay valid?
That depends on the period you choose: 10 days, 30 days, 60 days or 1 year. The start day counts as the first day and validity always ends at 23:59 on the last day — a 10-day rovinieta starting on 1 July runs through 10 July, and a 1-year rovinieta starting on 1 November 2026 runs through 31 October 2027. If it starts today, it is valid from the moment it is registered, not from midnight.
Which vehicle category should I choose?
Go by your registration certificate. Choose the passenger car option (category A) for a vehicle built to carry passengers with no more than 9 seats including the driver's. Choose the goods vehicle option (category B) for a van, pick-up or other goods vehicle with a maximum authorised mass of up to 3.5 tonnes — this also covers mixed-use vehicles that carry passengers and goods in separate compartments. Motorcycles do not need a rovinieta, and goods vehicles over 3.5 tonnes pay the distance-based TollRo toll instead.
Why do you ask for the VIN (chassis number)?
For every rovinieta period the vehicle's identification number is recorded together with the license plate, so we need the full 17-character VIN — you will find it in field E of the registration certificate. A rovinieta counts as valid only for the vehicle whose identification number it was issued for, so it cannot be moved to a different car, even if that car later carries the same plate.
What if I get stopped without a valid rovinieta?
Checks are made by fixed and mobile cameras on the national road network and, with query terminals, by road transport inspectors, traffic police, border police and CNAIR staff at border crossings. Driving without a valid rovinieta is punished with a fine set by law at between two and four times the official 12-month rovinieta fee for the vehicle — at the rates in force since 1 October 2026, from RON 456 up to RON 1,320 for a passenger car and from RON 1,042 up to RON 3,008 for a goods vehicle up to 3.5 tonnes.
Can I get a refund if I change my mind?
Refunds are possible only before the rovinieta has been registered in the official system, or if an order failed due to a technical fault on our side — once registered and active, a rovinieta cannot be cancelled or refunded, in line with the rules of the Romanian road administrator CNAIR. As an EU consumer you can withdraw from our service within 14 days, but only until the service has been fully performed. Details such as the license plate, VIN or start date can be corrected only before the rovinieta's validity starts, so contact support@vignetteexpress.com as soon as possible; approved refunds are returned to your original payment method within 14 days.
