Customer Information

What exactly you are buying, what it costs, and when it can be refunded · Version: October 2026
This page summarises, in plain language, the pre-contractual information we are required to give you before you confirm your order — required, in particular, before you consent to immediate performance of the service and the resulting loss of your right of withdrawal. For the full legal text, see our Terms & Conditions and Refund & Withdrawal Policy.

1. Who you are buying from

Vignette Romania is operated by Netgo sp. z o.o. (Katowice, Poland). We are an independent intermediary, not a reseller — we are not affiliated with the Romanian government or the Romanian road administration. The digital vignette itself is issued directly by Compania Națională de Administrare a Infrastructurii Rutiere S.A. (CNAIR S.A., "CNAIR"), the Romanian national road infrastructure administration company, through its official system, etoll.ro. Based on the power of attorney you grant us at checkout, we submit your registration to CNAIR on your behalf, verify your data beforehand, and forward CNAIR's confirmation to you by e-mail.

2. What product you are buying

The Romanian e-vignette — the rovinieta — is a time-based user charge for Romania's national road network: motorways, expressways and national roads, except national-road sections inside municipalities. It exists only as an electronic record in CNAIR's system. On this site you can order it for category A (passenger vehicles with at most 9 seats including the driver) or category B (goods vehicles with a maximum authorised mass of up to 3.5 t; mixed-use vehicles count as category B) — you are responsible for choosing the correct category — and for 10 days, 30 days, 60 days or 12 months (1 year). Motorcycles do not need a rovinieta. It is valid from 00:00 on the start date you choose until the end (23:59) of the last day, the start day counting as the first day: the 10-day rovinieta covers the start day and the following 9 days, the 30-day rovinieta the start day and the following 29 days, the 60-day rovinieta the start day and the following 59 days, and the 12-month rovinieta runs until the day before the same date in the following year. All times are Romanian time. A rovinieta starting on the day of your order becomes valid only once it has been registered in CNAIR's system — never retroactively. For every rovinieta you must give us the vehicle's 17-character vehicle identification number (VIN, chassis number), which we submit to CNAIR together with the licence plate. A rovinieta is valid only for the vehicle whose identification number it was issued for.

3. What you pay — price breakdown

4. When you can get a refund — and when you can't

SituationRefundable?
You cancel before your vignette registration has been submitted to CNAIRYes — Processing Fee, within 14 days
Registration submitted, but rovinieta validity has not started yetPossibly — Government Fee only under CNAIR's own rules (in the cases provided for by Romanian law), on request
Vignette registered and its validity period has startedNo — neither the Government Fee nor the Processing Fee
Technical error or duplicate purchase caused by usYes — we cooperate fully to resolve it

Full details, including how to request a cancellation, are in our Refund & Withdrawal Policy.

5. Immediate performance — what you are agreeing to

Most customers want their vignette registered as soon as possible. By ticking the consent checkboxes and completing payment, you are explicitly asking us to begin registering your vignette with CNAIR immediately, before the standard 14-day withdrawal period would otherwise expire — and you acknowledge that, once that registration is complete, you lose the right to withdraw from it. This is a standard, legally required trade-off for any digital service delivered instantly, and it is why the Romanian e-vignette (rovinieta) has no general cooling-off period once it is active.
